Hartford, CT: Connecticut lawmakers have decided in favor of
legislation that allows for the limited use and distribution of
cannabis as medicine.

コネティカット州ハートフォード: コネティカット州議会は医薬品としての大
麻の限定的な使用と流通を認めるという法案を可決した。

Members of the Connecticut Senate on Saturday, May 5, voted 21 to 13
in favor of HB 5389, the Palliative Use of Marijuana Act. Their vote
follows similar approval by the General Assembly. Saturday's vote
clears the way for Democrat Gov. Dannel Malloy, a supporter of the
Act, to sign the bill into law.

コネティカット州上院議会は 5 月 5 日の土曜、下院法案 5389 号『緩和的大
麻使用法』に対し賛成 21 票と反対 13 票を投じた。この投票は州議会による

Connecticut will become the 17th state since 1996 to allow for the
limited legalization of medicinal cannabis. It will be the fourth New
England state to do so, joining Maine, Rhode Island, and Vermont.

1996 年から数えて、コネティカットは医薬品としての大麻を部分的に合法とす
る 17 番目の州となる。またニューイングランド地方ではメイン州、ロードア
イランド州、バーモント州に続いて四番目の州となる。

"Today is a day of hope, compassion and dignity and I thank all of the
legislators who worked hard on this legislation and who voted to pass
this bill," said Erik Williams, Executive Director of Connecticut
NORML, who assisted in drafting the bill and generated over 36,000
phone calls and e-mails to lawmakers in support of the measure. "I am
so happy for all the patients who will have another medicinal option
to discuss with their doctor and for all of those currently suffering
with debilitating conditions who will no longer suffer the indignity
of being sick and a criminal."

に尽力した全ての議員に感謝している。」NORML コネティカット支部長である

Williams added: "Connecticut had an opportunity to be a leader in
America on this issue. Our strategy and dedication has obviously paid
off."

The Palliative Use of Marijuana Act mandates the state to license a
limited number of producers to cultivate cannabis for therapeutic
purposes. Patients require a recommendation from their doctor to
become a state-registered 'qualifying patient.' Patients will obtain
cannabis via licensed pharmacists, who must acquire permits to
dispense the substance from the state Department of Consumer
Protection.

この『緩和的大麻使用法』の下では、医療目的で大麻を栽培する生産者に対し、
州はその人数を限定した上でライセンスを与える事が求められる。「適格患者」
として州の登録を受けるには、患者は医師からの推薦状を貰わなければならな
い。患者らはライセンスを持つ薬剤師から大麻を入手する事になり、その薬剤
師は州消費者保護省から大麻を処方する為の許可を得なければならない。

The majority of the new law, once signed by the Governor, will take
effect on October 1, 2012. The Department of Consumer Protection will
begin enacting a detailed regulatory framework for the law upon its
passage.

この新たな法案の大部分は、州知事による署名が為されると 2012 年 10 月 1
日より効力が発生する。州消費者保護省は法案が成立し次第、規制の枠組みの
詳細を制定する為の準備を開始する。

Last year, Connecticut NORML took a lead role in the passage of
separate statewide legislation that decriminalized the possession of
marijuana by adults from a criminal misdemeanor (punishable by one
year in jail and a $1,000 fine) to a non-criminal infraction,
punishable by a fine, no arrest or jail time, and no criminal
record. Since then, the state has seen a dramatic reduction in the
total number of marijuana arrests.

NORML コネティカット支部は去年、成人による大麻の所持を非犯罪化するとい
う別の法案を州全体で成立させる上での主導的な役割を担った。その法律によ
り大麻の所持は軽犯罪（懲役 1 年および $1,000 の罰金）から軽微な法律違反
へ（罰金のみ。逮捕も投獄もされず、犯罪歴としても記録されない）その扱い
が変更された。それ以来コネティカット州では大麻犯罪による逮捕の件数の劇
的な減少が見られている。

Said Williams: "When I formed Connecticut NORML 18 months ago, I wrote
a five-year plan with the goal to decriminalize possession and
legalize medical marijuana. I would have never dreamed we could do it
as quickly as we did."

ウイリアムズは次のように語っている。「私が NORML コネティカット支部を
18 ヶ月前に設立した時、私は大麻所持の非犯罪化と薬用大麻の合法化を最終目
