New Jersey: Health Officials To Revise Medical Marijuana Regulations

Trenton, New Jersey: State Department of Health officials will revise
regulations regarding the implementation of New Jersey's Compassionate
Medical Marijuana Act.

ニュージャージー州トレントン: 州保健局はニュージャージー州 "同情的" 医
療大麻法の成立を受けて、医療大麻の規制基準の改訂を行う見通しだ。

The forthcoming guidelines, which were endorsed by the Governor's
office on Friday, will allow for six licensed facilities to produce
and dispense marijuana to authorized patients. The previously
published regulations had called for no more than two state-licensed
producers.

来たるべき新たなガイドラインは金曜に州知事の承認を受けており、これによ
ると許可を得た患者らのために大麻の生産および販売を行う事のできるような
六ヶ所の施設にライセンスを与える事が可能になる。

The new regulations will prohibit facilities from engaging in the home
delivery of medical cannabis. The proposal also restricts the
percentage of THC that may be present in the plant to no more than ten
percent, limits the varieties of legally available cannabis to six
strains, and prohibits the sale of any edible medical marijuana
products. Patients suffering from seizures, glaucoma, and intractable
muscle spasms will be required to exhaust all other treatment options
before their doctor may recommend marijuana.

この新たな基準の下では、そのような施設が個人宅に医療大麻を配達する事は
許されない。またこの基準は大麻の株に含まれる THC 濃度が 10 パーセント以
下でなければならないと定めており、合法的に流通可能な大麻の品種も 6 種類
に限定され、更に医療大麻を含む食品を販売する事も禁じられる。また、てん
かん等による発作、緑内障、難治性筋攣縮の患者に対しては、医師は大麻を勧
める前に他の全ての治療法を試さなければならないとしている。

「州法案が通ってしまったので嫌々ながらも仕方なく基準を改訂します」みた
いな態度がとても良く伝わって来るガイドラインだ。何だこれは。THC 濃度を
限定したり品種を絞ったり、大麻による治療は最後の手段とせよと定めたりす
る事が一体どのように患者の利益になると言うのだろう。そのような規制によ
り誰の権利が守られると言うのだろう。日本の現状に比べればまだ大麻を使え
るだけマシではあるが、全く馬鹿馬鹿しい話だ。
