Providence, Rhode Island: A legislative task force has convened to
evaluate whether to reduce statewide criminal penalties regarding the
personal possession and use of marijuana.

ロードアイランド州、プロビデンス: 大麻の個人的な所持と使用に対しての、
州として定めている刑事的な罰則を軽減すべきかどうかを判断するため、立法
活動作業部会が召集された。

The nine-member panel, led by Democrat Senator Joshua Miller, is
expected to assess the fiscal and social costs of present law and
consider legislative alternatives.

民主党の上院議員ジョシュア・ミラーを委員長とする 8 人の委員会により、現
行の州法における財政上および社会的なコストを評価し、立法府としての選択
肢が検討される見通しである。

The task force is expected to make their recommendations to the Rhode
Island legislature by the end of January.

作業部会の定める勧告は一月末までにロードアイランド州議会へ提出される予
定になっている。

Under state law, the possession of small amounts of marijuana for
personal use is a misdemeanor punishable by up to one year in
jail. The sale or cultivation of marijuana is classified as a felony
offense, punishable by up to 30 years in prison.

現行法においては、少量の大麻の個人的な所持と使用は軽犯罪とされており、
最長で一年間の懲役刑を課す事ができる。大麻の販売や栽培は重罪に分類され、
最長 30 年の懲役となる。

In 2006, state lawmakers approved legislation allowing for the
medicinal use of cannabis by state-authorized patients. In June, the
legislature mandated the Department of Health to adopt regulations
regarding the non-profit production and distribution of medical
marijuana. Those rules are expected to take effect next year.

2006 年、州議会議員らは州による許可を受けた患者に対して医療大麻の使用を
許すための法案を成立させた。６月には、議会は州の保健局に対して非営利で
の医療大麻の生産と供給に関する基準を策定するように指示した。これらの規
定は来年から効力を持つ事になっている。

(私のコメント)

軽犯罪のわりに懲役 1 年はどうなのか。それに販売や栽培で 30 年。ぞっとす
るほどヒステリックな州法だ。植物の種を地に蒔き、肥料を遣り、水を遣る事
がどのように他者の権利を侵害するというのか。早く撤廃するがいい。歴史上
の汚点だ。
