Gallup poll registers most support ever for marijuana re-legalization

2009 Gallup Poll shows young Western Liberal Democrats to be most in
favor of legalization. Please try to act surprised.

2009 年度ギャラップ世論調査によると、西部の若い民主主義者らの殆どが合法
化を支持しているとの事だ。どうか驚いたふりをしてみて欲しい。

    PRINCETON, NJ — Gallup’s October Crime poll finds 44% of
    Americans in favor of making marijuana legal and 54%
    opposed. U.S. public support for legalizing marijuana was fixed in
    the 25% range from the late 1970s to the mid-1990s, but acceptance
    jumped to 31% in 2000 and has continued to grow throughout this
    decade.
    
    ニュージャージー州プリンストン — 10 月のギャラップ世論調査では、ア
    メリカ人の 44% が大麻合法化に賛成しており、54% が反対している。
    1970 年代後半から 1990 年代にかけてアメリカの国民世論では、合法化へ
    の賛成率は 25% 程度に固定されていたが、2000 年には 31% にまで上昇し、
    この 10 年の間には上がる一方である。

    The highest level of support for decriminalizing the use of
    marijuana today is seen with self-described liberals, among whom
    78% are in favor. In contrast, 72% of conservatives are
    opposed. Moderates are about evenly divided on whether the use of
    marijuana should be legal, although they tilt against it (51%
    vs. 46%).

    今日において大麻の非犯罪化を最も強く支持するのは、自ら認めるリベラ
    ル（自由主義）派であり、その内の 78% が支持している。対照的に保守主
    義者らの 72% は反対している。大麻の使用が合法であるべきかどうかにつ
    いての穏健派の意見は割れているが、それでも少し傾いている（51% に対
    して 46%）。

    Gallup also finds a generational rift on the issue, as 50% of
    those under 50 and 45% of those 50 to 64 say it should be legal,
    compared with 28% of seniors.

    ギャラップ調査からは、この問題における世代交代の影響も見る事ができ
    る。50 歳より下の年代では 50% が、また 50 歳から 64 歳までの年代で
    は 45% が合法化を支持しているのだ。それに対し老齢者の支持率は 28%
    である。

    Public mores on legalization of marijuana have been changing this
    decade, and are now at their most tolerant in at least 40
    years. If public support were to continue growing at a rate of 1%
    to 2% per year, as it has since 2000, the majority of Americans
    could favor legalization of the drug in as little as four years.

    大麻合法化についての世論はこの 10 年でますます変化しており、今では
    過去 40 年の中で最も寛容になっている。もし公衆の世論がこのまま年に
    1% か 2% ずつ増えて行けば、2000 年から今までそうなっているのだが、
    早ければ四年以内にアメリカ人の過半数がドラッグの合法化を支持するよ
    うになるだろう。

    Americans are no more — and no less — in favor of legalizing
    marijuana when the issue is framed as a revenue-enhancement tool
    for state governments. Regardless of how the question is asked,
    53% of Americans living in the West — encompassing California,
    where the issue could be on the ballot in 2010 — support
    legalization.

    この問題を州政府の税収増加の方策として捉えた時、アメリカ人は大麻合
    法化に対して中立的である。どのような質問に対しても、アメリカ西部 —
    2010 年に住民投票が行われるかも知れないカリフォルニア州を含む — の
    住民の 53% が合法化を支持すると答えている。

It’s not a question of if cannabis will be re-legalized; it is a
question of when, where, and how. Stats guru Nate Silver has opined
that overall support for re-legalization should top 60% by 2022/2023
independent of any other factors but the continuing movement of Baby
Boomers into retirement age. However, we here at NORML don’t really
want to see another 11 million arrests between now and then, so we
urge all of you to contact your elected officials to help us prove
Mr. Silver to be too pessimistic.

これは大麻が再び合法に「なるかどうか」の問題ではない。いつ、どこで、ど
のようにそうなるかの問題なのだ。統計学の権威であるネイト・シルバーの見
解では、ベビー・ブーム世代の引退が続く事を除いた他の要因とは無関係に、
2022 年もしくは 2023 年までに合法化への支持が 60% に達するとの事である。
だが我々 NORML は今からそうなるまでの間に再び 1 億 1 千万人が逮捕される
のを見たくはない。従って我々はあなた方の全員に対し、それぞれの地域の選
出議員に接触する事を要請する。シルバー氏は悲観的過ぎるのだという事を証
明するのを一緒に手伝って頂きたい。


(私のコメント)

「合法になるかどうかの問題ではない」とは力強い言葉だ。日本においてはど
うも「自分の見解を述べずに黙っている事が美徳である」といったような風潮
があるように思われるが、そんな美徳は犬にでも喰わせれば良いのであり、マ
スメディアが作るのではない本当の世論はどのような構成になっているのだろ
うか。実態が見えなくては考察もできず、もどかしいばかりだ。そもそも日本
ではこのような世論調査が行われた事も無さそうだ。

この記事にはアメリカにおけるリベラルと保守についての言及があるが、とり
わけこの対立軸においては、その意味するところが国によって大きく異なるの
が常である。アメリカにおける「リベラル」「保守」の概念と日本のそれもか
なり違う。これについて詳しく説明できるほどには私には知識も理解も足りな
いので、原文をそのまま訳す事に留めた。注意して欲しい。
