The same survey where respondents have historically under reported their usage of alcohol and tobacco ―― these two legal substances ―― by as much as 30 to 50 percent, and arguably under report their use of illicit substances by an even greater margin. The same survey that ―― despite these inherent limitations ―― "is the primary source of statistical information on the use of illegal drugs by the U.S. population." Yeah, that one. アメリカ政府・保健福祉省がまたしても「薬物の使用と健康」の年次報告書を 公表した。御存知であろう、連邦政府の議員らが個別のアメリカ人を訪問し、 今まさに違法な薬物の使用によって連邦法や州法を侵しているかどうかを訊い て回るあの調査だ。かつて回答者らがアルコールと煙草――二つの合法的な薬 物――について凡そ 30 から 50 パーセントは少なめに報告し続けた調査と同 じものであり、まして違法な薬物となれば彼らはもっと大きな差を付けて控え 目な数値を出してくるに違いない。だがこの調査は、このような当然の問題を 抱えていながら、『アメリカ人口に対する違法薬物の使用率についての第一の 統計情報』なのである。そう、その調査だ。 So what does the government's latest round of 'statistical (though highly questionable) information' tell us? Nothing we didn't already know. ではその政府の公表した最新の『統計的な(しかし非常に疑わしい)情報』か ら我々に何が言えるのか。実のところ、未だ知られていない事実は何も無かっ た。 Despite 70+ years of criminal prohibition, marijuana still remains widely popular among Americans, with over 102 million Americans (41 percent of the U.S. population) having used it during their lifetimes, 26 million (10 percent) having used it in the past year, and over 15 million (6 percent) admitting that they use it regularly. (By contrast, fewer than 15 percent of adults have ever tried cocaine, the second most 'popular' illicit drug, and fewer than 2 percent have ever tried heroin ―― so much for that supposed 'gateway effect.') Equally predictably, the government's long-standing prohibition and anti-pot 'scare' campaigns have done little, if anything, to dissuade young people from trying it. According to the survey, 15 percent of those age 14 to 15 have tried pot (including 12 percent in the past year), as have 31 percent of those age 16 to 17 (a quarter of which have done so in the past year) ―― percentages that make marijuana virtually as popular as alcohol among these age groups. By age 20, 45 percent of adolescents have tried pot, and nearly a third of those age 18 to 20 have done so in the past year. And by age 25, 54 percent of the population has admittedly used marijuana. 同じように予想された事だが、政府の長年の禁止措置と反大麻『恐怖』キャン ペーンは、若者がそれを試してみるのを殆ど(あるいは全く)押し留める事に はならなかった。この調査によると、14 歳から 15 歳までの年齢の 15 パーセ ント(昨年に試したと答えた 12 パーセントを含めて)は大麻を試してみた事 があり、16 歳から 17 歳にかけては 31 パーセント(去年にそうしたと答えた 者の 4 分の 1)が大麻を試していた。これらの年齢のグループでは大麻には事 実上アルコールと同程度の人気があった。20 歳になると 45 パーセントの青年 が大麻を試しており、その殆ど 3 分の 1 が昨年に喫煙したと答えていた。そ して 25 歳になると、全体の 54 パーセントが大麻の使用を認めたのだ。 Question: Does anyone still believe that marijuana prohibition is working ―― or that all of these people deserve to be behind bars? 問題: 誰か、大麻の禁止法が未だ機能していると信じている人は居るだろうか? あるいは、これらの人々の全員が鉄格子の向こうに閉じ込められるに相応しい と信じる人は? For too long, advocates of prohibition have framed their arguments on the false assumption that the continued enforcement of said laws "protects our children." As the numbers above illustrate, this premise is nonsense. In fact, just the opposite is true. とても長い間、こうした禁止法の支持者らは誤った仮定に基いた議論をでっち 上げてきた。問題の法を執行し続ける事で『私たちの子供を守ることができる』 という仮定である。前述の数値が示す通り、このような論法は馬鹿げている。 実際は、その反対こそが真実なのである。 The government's war on cannabis and cannabis consumers endangers the health and safety of our children. It enables young people to have unregulated access to marijuana ―― easier access than they presently have to alcohol. It enables young people to interact and befriend pushers of other illegal, more dangerous drugs. It compels young people to dismiss the educational messages they receive pertaining to the potential health risks posed by the use of "hard drugs" and prescription pharmaceuticals, because kids say, "If they lied to me about pot, why wouldn't they be lying to me about everything else, too?" 政府が行っている大麻やその使用者の撲滅キャンペーンは、我々の子供達の健 康と安全を危険に曝すのである。そうする事によって若者らはアルコールより も簡単に、規制を受けずに大麻を利用可能になり、他のもっと危険なドラッグ を売っている売人と接触したり交友を持ったりする事になるのだ。この事は、 『ハードドラッグ』の使用がもたらす健康上のリスクについての教育的なメッ セージを台無しにしてしまう。何故なら子供達はこう考えるからだ。「あの連 中が大麻の事で僕に嘘をついたからには、どうしてそれ以外の何もかもが嘘で ないと言えるんだ?」 Most importantly, the criminal laws are far more likely to result in having our children arrested, placed behind bars, and stigmatized with a lifelong criminal record than they are likely to in any way discourage them to try pot. 何よりも重要な点は、この刑法上の法律では我々の子供達が大麻を試すのをや めさせる事になるよりも、子供達が逮捕、投獄されて一生残る前科者の烙印を 押される結果になる確率の方が遥かに高い事である。 In short, what the results from the 2008 National Survey on Drug Use and Health is simple and consistent; in fact, we say it all the time: Remember prohibition? It still doesn't work! 端的に言って 2008 年度全国調査『薬物使用と健康』の導く結果は単純であり 一貫している。実際、これは我々がいつも言って来た事だ。「禁止法の事を覚 えてる? 未だ効果がないぞ!」 [PHOのコメント] もしこれと同じ調査を日本でやれば、実際がどうであろうと大麻使用率ゼロパー セント、覚醒剤やコカインやヘロインも勿論ゼロパーセントの結果が出る事は 間違いない。いや、事によれば 50 パーセント、60 パーセントの数字を錬金術 的に発表してのけるかも知れず、現状ではどんな事があろうとも実態を映した 数字が出る事は有り得ない。 それはそれとして、このような数々の調査結果が示す通り、アメリカにおける 大麻についての世論は大きな変化を迎えている。今後は大麻に対して否定的な 政策を掲げる議員が選挙で当選する事は今までよりも難しくなって来るであろ うし、もしかすると既にそうなっているのかも知れない。アメリカの殆どの州 では遠からず大麻が合法化される事になるはずだ。そのとき我が国はどうする のだろう。 鎖国の時代ならいざ知らず、日本は現在、世界の国々と広く貿易を行い、人の 交流もまた多い国であるのだから、圧倒的多数の国民がそう望むのでもない限 りは、他国の変化に対していつまでも知らん顔をし続ける事はできない。場合 によっては、これから力を増して行くであろう海外の大麻産業がそれぞれの国 を通して日本に圧力を掛けて来る事も考えられる。米国の畜産業が彼らの牛肉 をどうしたかを考えればすぐに予想が付く事だ。 だからといって、それでは何もせずに大麻が天から降って来るのを口を開けて 待っていれば良いのかと言えばそうではなく、私たちに取れる手段の一つとし て外国(特に欧米)の変化を利用できるのではないかと思う。良く言われる 「欧米では煙草の値段がどうのこうの」「欧米では消費税がどうのこうの」―― 隣の芝作戦――を私たちが利用できない理由は無いと思う。みっともない手で はあるが、有効なのではないか。これは大きなチャンスなのだから。
